About CPMH Rehab
Our Story
CPMH Rehab began with a problem our founders kept seeing up close: families in the San Fernando Valley were driving two and three hours — to the desert, to the coast, sometimes out of state — just to find a licensed treatment center that could take them. For a veteran in crisis or a first responder afraid to be recognized at work, those miles were often the difference between getting care and giving up.
So we built the center that North Hollywood was missing. Opening our doors on Lankershim Blvd, we set out to deliver medical detox, residential treatment, and outpatient programs of the same caliber families had been traveling hours to reach — only now, close to home, in the neighborhood they already knew.
From the start, that meant honoring the people who answer the calls the rest of us never want to make. Veterans and first responders shaped how this center was designed, and their needs still anchor our programming today — alongside an open door for every neighbor in the Valley who is ready to begin again.
Our Mission & Philosophy
Mission Statement
Our mission is to make excellent addiction treatment a right of this community, not a privilege of those who can afford to travel for it. CPMH Rehab exists to ensure that the veterans, first responders, and working families of North Hollywood can find medically sound, dignified recovery care within reach of home — regardless of insurance, income, or background.
Treatment Philosophy
We practice strengths-based recovery: rather than defining patients by their addiction, we start with the discipline, loyalty, and resilience they already carry and build the treatment plan outward from there. Care is grounded in cultural humility — our team meets each person within the context of their service, heritage, and family, never assuming one path fits all. And because recovery is rarely only physical, we make room for spiritual exploration, helping patients reconnect with meaning and purpose in whatever form holds weight for them.
Our Team
Dr. Eleni Markarian, MD, FASAM
Medical Director
Board-certified in addiction medicine, Dr. Markarian leads all detox and medication-assisted treatment at CPMH Rehab. She spent a decade in emergency medicine before specializing in substance use, and that background shapes how she cares for first responders who arrive carrying the weight of the field.
Gabriel Ocampo, LCSW, CADC-II
Clinical Director
A combat veteran turned clinician, Gabriel oversees CPMH Rehab's therapy programming and our veteran and first-responder track. He is trained in trauma-focused care and co-occurring disorders, and he built our peer-mentorship model around the camaraderie he relied on during his own recovery.
Theresa Whitfield, RN, CARN
Director of Nursing
Theresa leads the around-the-clock nursing team that monitors patients through detox and stabilization. A Certified Addictions Registered Nurse, she has spent eighteen years at the bedside and is known for the steadiness she brings to patients during the most physically demanding days of withdrawal.
Dr. Victor Salinas, PsyD
Lead Psychologist
Dr. Salinas directs psychological services and dual diagnosis care at CPMH Rehab. He specializes in PTSD and the co-occurring conditions common among veterans and first responders, integrating CBT, DBT, and family systems work into each patient's individualized plan.
